At the same time since your arcane power pool will be small and slow to recover, unless you are using a wand, I minimize using multiple abilities which rely on Arcane Power. I stay away from channeled spells that keep you planted and occupied preventing movement other skill usage. The skills setup here is all designed so that the skills work in tandem with each other to amplify their overall effectiveness and keep you highly mobile. But if you have some all the better for you. Life regeneration is not particularly important as most damage should absorbed and what is not can be remedied w/ potions, life on hit, and Galvanizing Ward. It is also suggested you have some bonus critical hit chance and that you have some life steal/life on hit on your weapon (or a socket with and amethyst in it). You will need some relatively high +Resist All (I believe I started around 500 unbuffed for Act I), and gear w/ extra armor is very helpful. That is when I had to start gearing up heavily. However, you should be fine w/ standard gear up until you start Inferno Difficulty. Don't expect this to work with a bunch of glass cannon DPS gear. Let me reiterate that this is a tank build. This build, as with all tanking builds, are very gear dependent. I was able to clear all Acts in Inferno with this build. I adopted the basics for this build about midway through nightmare when I got bored of lasering enemies.
The build is based around using Critical Mass to keep up Diamond Skin and Explosive Blast, while using Arcane Dynamo combined w/ Spectral Blade to significantly bolster damage output. Being a ranged glass cannon is cliche for a Wizard, so I decided to make mine tank instead. I like bucking preconceptions and using classes in ways contrary to their proposed design.
